Uncle Sam returns to read the Declaration of Independence on the grounds of Lucy the Elephant at 2pm. Uncle Sam will be around before and after the reading to have a meet and greet with visitors. While Lucy may not have been "born" the same time the Declaration of Independence was, her builders embodied its ideals. Her inventor had his office steps away from Independence Hall.
